Dr Hani Okoroafor, PhD, FCMI
Founder, The Capacity Institute
Dr Hani Okoroafor is a Nigerian author, researcher, informatician, institutional strategist and intellectual whose work focuses on one of the defining questions of modern development: why do capable people, ambitious organisations, and resource-rich nations so often fail to translate intention into sustained outcomes?
Over more than three decades spanning management consulting, corporate leadership, public policy analysis, journalism, organisational transformation, entrepreneurship, and executive management, he has worked across sectors where success ultimately depended not merely on vision or resources, but on the ability of institutions to execute consistently.
This practical experience, combined with years of independent research into governance, organisational performance, institutional economics, leadership, and development, gradually revealed a recurring pattern. Across governments, corporations, development agencies, and public institutions, the same challenge repeatedly emerged — policies were formulated, strategies were approved, investments were mobilised, talented leaders were appointed — yet outcomes frequently fell short of expectations. The explanation, he concluded, lay not principally in the quality of ideas, leadership, or ambition, but in the strength of the systems responsible for converting them into results.
This insight became the foundation of what is now known as The Capacity Architecture — an integrated body of research, measurement, institutional engagement, and practical application dedicated to advancing the understanding of execution capability. At the centre of this work is a simple but consequential proposition: development ultimately succeeds or fails at the point of execution.
The first major expression of this work is The Capacity State, a comprehensive examination of why development outcomes frequently diverge from policy intentions. He subsequently developed the Nigeria Capacity Index (NCIx), one of the first comprehensive attempts to measure institutional capacity at the national level. To ensure that these ideas evolved beyond publications into sustained institutional practice, he founded The Capacity Institute — an institution with a global mission to advance research, policy engagement, institutional diagnostics, executive dialogue, and practical solutions centred on organisational and state capability.
Beyond his work on institutional capacity, Dr Okoroafor has built a distinguished career across management consulting, executive leadership, publishing, entrepreneurship, and public commentary. He previously served as Managing Partner of KGBL Consultants Ltd and was Editor of one of West Africa's leading financial newspapers. In the United Kingdom, he has led Mad Science of Yorkshire & Humber, overseeing organisational growth and operational delivery across multiple locations.
Dr Okoroafor earned his MBA from Leeds Business School, his PhD from the University of Huddersfield, and is a Fellow of the Chartered Management Institute (FCMI).
