The foundational text underpinning all Institute research. The Capacity State asks a deceptively simple question: why do capable people, ambitious governments, and resource-rich nations so often fail to translate intention into sustained outcomes? The answer, this book argues, lies not in the quality of ideas, policies, or leadership — but in the strength of the systems responsible for converting them into results.

Through an original analytical framework, Dr Okoroafor introduces the concept of the Capacity State — a mode of institutional organisation in which execution capacity is treated as a strategic asset, systematically built, measured, and maintained. The book diagnoses why most institutions fall short of this standard and charts a path toward building the systems that make consistent delivery possible.
